Equality Minister Harriet Harman today (June 26) published the framework for the Equalities Bill. The Bill will replace current equality legislation, including the Disability Discrimination Act, 34 other Acts, 52 statutory instruments, 13 codes of practice and 16 European Commission directives. The Bill aims to:

1. Introduce a new Equality Duty on the public sector 2. End age discrimination 3. Require transparency 4. Extend the scope of positive action, and 5. Strengthen enforcement.

EFD believes the Bill will only achieve its aims if it is credible in eyes of employers and disabled people. The framework published today is short on the necessary details that tell us how this will be done.

In particular, we would not want the Disability Equalities Duty, which has been a strong driver for action in the public sector, to be watered down in a new Public Sector Duty.
